Adding deionized water reduces viscosity and evaporation temperature. These are the proportions suggested by Atmos Lab:

For 50/50 Base: Add 10% water.
For 70/30 Base: Add 12% water.
For 100% VG Base: Add 15% water.

*It is essential to shake the final mixture vigorously to homogenize all compounds.
